SPCA & Dallas Township
Over 6,500 animals entered the doors of the SPCA this past year from the 76 municipalities throughout Luzerne County and beyond. As a non-profit organization, the SPCA provides essential services, including housing, feeding, and medical care for animals; getting them ready for adoption (including spaying or neutering); ensuring licenses are obtained and other valuable services - all of which cost money.

The SPCA takes its job seriously and goes well beyond the basic care of these animals. From Dallas Township alone, 83 animals were received by the SPCA in 2011, 60 of which were strays (45 cats and 15 dogs); and 43 of the 60 were euthanized (30 were cats). Township residents should be responsible for their pets, including strays that have adopted your household. Feral cats multiply exponentially each year. If you are feeding and caring for them, please consider having them spayed or neutered.
 
Tax Collection Changes
The Dallas Township Board of Supervisors is pleased to announce that, effective October 1, 2012, the Local Earned Income Tax (EIT) in our Municipality will be collected and administered by Berkheimer Tax Administrator. This change is the result of State Legislation (Act 32) that required the consolidation of the  collection of Local Earned Income Tax to a county “Tax Collection District”. The tax rate and all filing dates will remain the same. The only change is the “tax collector”. However, there are changes in the employer withholding requirements. Attention Dallas Township Voters

Dallas Township Polling Places:

District 1 voters should continue to report to the Kunkle Fire Hall.
District 2 voters should continue to report to the Township (rear) garage.
District 3 (former Township conference room) should report to the Fellowship Evangelical Free Church on Hildebrandt Rd.

It’s that time of year again, and you know what that means: Township road crews will be out in full force, patching potholes and paving streets. And while you may be tempted to speed past barricades and workers, here are some sobering statistics to keep in mind:

• The Federal Highway Administration reports that more than 20,000 workers are injured in road construction work zones each year.

• PennDOT says that in 2010, there were 1,886 vehicle crashes in work zones across Pennsylvania, including 110 on local roads. Four of the 23 resulting deaths were workers.

Pennsylvania has several statutes that are aimed at protecting road crews and motorists alike.The commonwealth’s work zone safety laws, for instance, require drivers to turn on their headlights when entering posted work areas.

Make safety a priority when traveling township roads this summer, especially when you encounter work zones and accident scenes.

From the Dallas Township Supervisors

On February 14, 2012, Act 13 (of 2012) was signed into law. Not only does that law institute an impact fee for natural gas activity in the state (that will benefit  ONLY counties with active well activity, which Luzerne County is not), but attached to it is language that strips away  local zoning regulation - leaving ALL zoning districts vulnerable to activities such as compressor stations, dehydration facilities, and further pipeline construction. As written, Act 13 supercedes the Curative Amendment.

Meanwhile, a number of munipalities, counties and other organizations are banding together to declare the unconstitutionalty of Act 13. Last week, Luzerne County Council voted unanimously to support this effort. Therefore, in the spirit of community and in the best interest of our residents and taxpayers, the Dallas Township Board of Supervisors unanimously agreed at its 4/3 Work Session to submit a letter of support to those challenging this law.

 
Transco Controlled Release

natural gas at the Transco tap site on Tuesday, 7/10/12,  between the hours of
8 a.m.-4 p.m.

Dallas Fire & Ambulance, Dallas Township EMA, and Fairgrounds Road residents
have been notified.

Pipeline Drilling Mud Incidents

Please note the following:   There have been a series of pipeline drilling mud incidents at two sites along the Chief pipeline, beginning 5/1: Kunkle-Alderson Road and Upper Demunds Road. Due to the presence of Bentonite in the mud, there is some concern about the present situation in the wetlands areas and creeks, as well as numerous artesian wells that may provide drinking water to our residents. Please know that we are making it our priority to keep residents in the loop. The newspapers will continue to present updated reports; and we will also provide further information as it becomes available.

Update 5/16/12: Representatives from Chief Gathering/PVR and the Department of Environmental Protection (DEP) attend Tuesday's meeting of the Board of Supervisors, to answer questions pertinent to the mud spills. Supervisor Liz Martin asked that Chief Gathering/PVR agree to pay for water testing of the wetlands areas and artesian wells near the Kunkle site. The Township is waiting for a response from PVR (Pennsylvania Virginia Resources) Partners, which recently purchased Chief Gathering, LLC.
